What Happens: Implement a program that centers around technological and academic education that is focused on building the capacity of individuals to create their own opportunity.

4) Self-Sufficiency.

What Happens: Communities are given periodic check-ins to make sure they are striving towards becoming sustainable and self-sufficient.
